In one week, Immigration and Customs Enforcement (ICE) has shot and killed two people in broad daylight on U.S. streets. Lorenzo Salgado Araujo was a father of three who had built a business over three decades in the United States before ICE killed him in Houston last week. Johan Sebastian Guerrero was 26 years old, and also a father, when ICE shot him in Maine yesterday in what one witness described as an execution.
Both cases are reminiscent of another fatal ICE shooting that happened near Chicago in 2025 and took the life of father Silverio Villegas Gonzalez. All three encounters started as traffic stops where ICE appeared to racially profile its victims and intended to make warrantless arrests. Overall, ICE and Border Patrol agents have shot and killed 11 people during the second Trump administration. Over 50 people have also died in the rapidly expanding ICE detention system, where medical neglect and other dangerous conditions are rampant.
National Immigrant Justice Center (NIJC) Executive Director Keren Zwick responded with the following statement:
“ICE’s death toll continues to grow, as its agents terrorize communities and trample rule of law. Chicago and many other cities are still reeling from ICE and Border Patrol’s rampage over the past 18 months. At the same time, Congress has disbursed nearly a quarter of a trillion dollars to Trump’s mass-deportation agenda, with much of that money going to ICE and Border Patrol.
“As communities and families grieve, it is up to Congress to stop this deadly pattern and reclaim the billions of taxpayer dollars that have enabled federal agents to kill unarmed civilians in our streets, conduct warrantless arrests that violate the law and the Constitution, and subject people to untimely deaths in detention centers.
“These dollars have brought lifelong trauma to far too many families. Congress must stop it now and hold these agencies accountable.”
