New Judges for Chicago
EOIR Chicago announced that two new immigration judges have joined the Chicago Immigration Court. Immigration Judge Patrick McKenna and Immigration Judge Kaarina Salovaara were sworn in Aug. 10, 2018, at an investiture ceremony in Washington, D.C. They are currently undergoing training at a field immigration court, and will begin hearing non-detained cases at 525 W. Van Buren on Aug. 27, 2018. Their bios are included below.
Transfer of judges and dockets
On Tuesday, Sept. 4, 2018, Immigration Judge Eva Saltzman will return to the 525 W. Van Buren court location to resume her non-detained docket.
On that same date, Immigration Judge Kathryn DeAngelis will begin hearing detained cases at the satellite court located at 536 S. Clark until further notice. Judge Salovaara will take over Jude DeAngelis' non-detained docket starting 9/4/18.

Patrick M. McKenna
Attorney General Jeff Sessions appointed Patrick M. McKenna to begin hearing cases in August 2018. Judge McKenna earned a Bachelor of Arts degree from DePauw University in 1998 and a Juris Doctor from University of Notre Dame Law School in 2001. From 2006 to 2018, he was assistant chief counsel and associate legal advisor for Immigration and Customs Enforcement, Department of Homeland Security, in Chicago, Ill., and Washington, D.C. From 2002 to 2006, he was assistant state’s attorney for the Will County State’s Attorney in Joliet, Ill. From 2001 to 2002, he was an associate with Eichorn and Eichorn in Hammond, Ind. Judge McKenna is a member of the Illinois and Indiana State Bars.
Attorney General Jeff Sessions appointed Kaarina Salovaara to begin hearing cases in August 2018. Judge Salovaara earned a Bachelor of Arts degree from Smith College in 1976 and a Juris Doctor from the University of Virginia Law School in 1980. From 1991 to 2018, she was an assistant U.S. attorney in the U.S. Attorney’s Office, Criminal Division, Northern District of Illinois in Chicago, Ill. From 1981 to 1991, she was an associate and later a partner with Jenner & Block, also in Chicago, Ill. From 1980 to 1981, she was a clerk for Judge Barbara B. Crabb in the U.S. District Court for the Western District of Wisconsin. She is a member of the Illinois State Bar.
