On September 17, 2011 the U.S. Department of Homeland Security held a public hearing in Chicago, one of several across the country, on the controversial Secure Communities program, which allows fingerprint-sharing between state and local law enforcement agencies, the FBI, and U.S. Immigration and Customs Enforcement. NIJC client Mario De la Rosa shared his story at the hearing; he was arrested for a broken tail light and because of the Secure Communities program, he now faces deportation.
